When are the first and second times that God "reaches out His hand" referring to Israels captivity? [Isaiah 11:11-15].

Dispensationalists seem to "hijack" Scripture from the OT....claiming they are for the future, especially Israel claiming their land in 1948. Can Steve please comment on [Isaiah 11:11] as being a perfect example of this?
