Identifying Speaker in Isaiah

It says in the Isaiah that the "...Lord GOD, and His Spirit, hath sent Me.", who is the me?/Me? Is this referring to Jesus? Is it in relation to the Godhead/Trinity? [Isaiah 48:16b]
